No entry will be received except on the conditions that all claims, disputes, and objections ausing out of the racing shall be decided by the Stewards or whom they may appoint. The Races are oren to any horse com« monly resident and trained m the dislrict from the Ist October, 1889, to the date of meeting, and owned by a person who has resided m ths said district during the same period, 4.
