CZAR AND KAISER.
Despite the official reports it seems certain tbat the relations between the Czir and the Emperor William are not exceedingly cordial. The Czar is evidently offended at the coolness of his reception by the populace. Private authentic information states that m replying to the toast of bis health tbe Czar was barely civil. Tbe Emperor William m proposing it spoke m Russian ont oi compliment, but the Czar responded m French.
