St. Petersburg, September 28
Forty out of fifty-six Russian cavalry regiments are ranged aloog the German and Austrian frontiers, and the districts bordering on Galicia and Bukowina (two provinces of AustriaHungary) are crowded with troops. It is believed that a fresh Russian loan is imminent. London, September 23 Both at Vienna and Berlin there is a war scare at the reported advances oi Russian troops on the frontier, but it is believed that theanxiety is fostered and is a subterfuge to defeat the Russian loan.
