reprint m another column, it appears pretty certain that one of tbe vacant portfolios m the present Ministry — that of Education — has been offered to Captain Russell, and either has already been, or is likely to be accepted by that gentleman. But this is not the only change, it seems, which is impending. Recently rumors have been given currency to m various directions as to the projected retirement of Sir Frederick Whitaker, and we now observe that the " Tuapeka limes" states, on the authority of" an unusually well informed political correspondent," that " the Attorney- General will retire from the Government m the course of a few weeks," failing health and advancing years being assigned as the reason or reasons for this step. His office is (the correspondent avers) to be filled temporarily by Mr Hislop m the event ot his re-election for Oamaru, and is ultimately to be transferred to Mr Downie Stewart, who is to be elevated to the Legislative i Council. "Of Mr Stewart's fitness for the office there can be no disputing, for he is a man deeply read m the law, and without exception one of the soundest and ablest constitutional lawyers m the colonies. Although not looked upon as a ' popular ' member m the full sense of of the term m the representative chamber, not being held m very good repute by certain membars of the Opposition, four-fifths of the House are certain to speak approvingly of his election to the Council and his holding office as, Attorney-General." With Captain Russell and Mr Stewart vice Mr Fisher and bir Frederick Whitaker, the constitution of the Cabinet will be materially altered—and we think for the better — and if the process is repeated from time to time it will eventually come about that it will be entirely renewed, always excepting as regards its head, Sir Harry Atkinson, who is the one permanent and indispensable member. It would also seem that somewhat extensive additions to the Upper House are contemplated ,the authority above quoted stating that he under* stands that "the Government propose during the reoess (probably a week or so before there-assembling of Parliament) to elevate some half-dozen gentlemen to the Legislative Council, among the number being the flon Mr Rolleston, Mr Downie Stewart, Mr Vincent Pyke, andDr Hodgkinson (Wallace)." The names of the other proposed new ••Lords" are not hinted at by our Tuapeka contemporary, but Mr Fulton will, we learn from other quarters, most likely be one of them, and it has been suggested (with what truth we know not) that Mr J. C. Brown may be another. We admit at once that the Upper House badly needs an infusion of new blood, but we still protest against its number being increased, and hold to the view that no appointments whatever should be made until that number has fallen below 37, which is half tho number of which the new House of Representatives will after next election be composed.
