AN OUTSIDE OPINION.

The " Morning Herald," m an article reviewing the woik of the past session of the New Zealand Parliament, says that the compromise suggested by the Ministry on the reqresentation question was a fair one, and the city membsrs would have acted wisely m accepting it, instead of founding a charge of partiality against the Government. The outcome of the outflict was to render the position of the Government more secure, though strange to say it had not made their command m the House one whit firmer. The " Herald " m summing up says that while the Government weathered the session there are unmistakeable warnings that unless they are prepared to essentially modify the property tax, or submit a method of increasing the revenue more m harmony with public sentiment, they will be left out m the cold at the next general election, Considering that Sir H, Atkinson has done so much to restore the credit of the colony, such an outcome, thinks the " Herald " would be regrettable.
