ENGLAND AND GERMANY.

There is an outburst of anger by the French Press towards England owing to an English attache* at Berlin attend ing a dinner of the Victoria Guards (German) of which Queen Victoria was recently made Honorary Colonel ; also at her Majesty presenting Prince Bismarck with a portrait of herself. In the House of Commons Sir James Fergusson, Secretary to the Foreign Office, has been persistently questioned as to the existence of an AngloGerman alliance. The questions have been denied several times, but Sir James admits that a conversation between her Majesty and the Emperor William took place on the subject during the Emperor's visit to Osborne. The tone of the German Press is favorable to the alliance.
