Paris, Aut^a"; 8, B iulanger!s manifesto relates some startling incidents which occurred during his term of office as Minister for War. He asserts that he was fully justified m incurring the large expenditure m the sprin? of 1887. when the Scbnaebell incident created fuch a sensation. H. mai itains that France and Germany were n?v.r nearer war. He then proceeds to describe how the au'horities discovered that an attacl c* at the German Embassy m Paris was conducting a vast systsm of espionage especially over the Foreign Office. The efforts made to discover the place m which the altscV.d secreted tbe documents before forwarding them to the German police were successful. At a favorable opportunity the documents were abs r.cted, copied, and replaced during a single night. The information thus obtained induced the French authorities to alter their plans of operations, and by this means checkmated the enemy. The discoveiy of the espionage led the French Gov.mmmt to pass a law to punish spies The manifesto created aa immense sensation.
