SCENE IN PARLIAMENT.

During the discussion in the House of Commons last night on the vole for Irish magistracy, Mr Parnell charged Mr Balfour with making an insulting gesture towards the Irish members. A fcene of tremendous uproar arose. Mr Timothy Harrington advanced towards the Government benches in a menacing manner, but was held back. Much excitement prevailed in the Chamber, and order was restored with the utmost difficulty.
