BO UL ANGER.
Boulanger powerfully refutes the charges brought against him. He justifies expending money m the Spring of 1887 for defensive purposes, and says France was never nearer war than at the time. He narrates facts showing that German attaches were operating a vast espionage including even the war office. He discovered ; that m the war repository attaches had succeeded m getting documents abstracted, copied and replaced m a single night. Thus had Germany checkmated France while she passed a law against espionage. The manifesto has caused much sensation.
