Sydney, August 6 Heavy rains have fallen throughout the colony generally. In Yamba district nine inches were registered within twenty-four hours. In the House of Assembly Sir H, Patkes announced that it was impossible lo arrnage a conference of the colonies on the question of granting responsible government to Wesrern Australia, He moves to-morrow that an address be presented to her Majesty the Queen on the subject.
