;V J Sydney, Jqly 26 A constitutional crisis has arisen, owing to the Council amending the Payment of Members Bill m the direction of making it apply only to succeeding and not to the present. It is declared that the Council had no right to amend a money Bill. Sir H. Parkes moved that the Bill be set aside to permit the passing of another Bill averting the rights of the Assembly. A hot debate followed, m the course of which the Council came m for severe critism, and Mr Dibbs siid the Opposition would assist the Government to the utmosr. The motion was carried, and Sir Henry Parkes then gave notice of motion to suspend the Standing Orders m order to pass the Bill through all stages m one day. He also announced he would introduce a Bill next week to reform the C-juncil on the basis of popular election. Evidence as to the sanity of the man Weaver, who shot Captain Greenless, of the schooner Colonist, at Havanna harbor, is being taken before a special Commission, and will be forwarded to Fiji, where the man is m custody. At the inquest into the accident at the Glebe pit, Newcastle, the Jury found that it was due to the weakness of the pilllars supporting the roof. The jury added a rider censuring Sharp, the ovenman for not calling the men out when falls from the roof wete first reported.
