A CONSTITUTIONAL QUESTION

A constitutional crisis has arisen owing to the Legislative Couuoil having •mended the Bill passed by the Assembly providing for the payment of members. The amendment passed bj the Oounoil directs that the Bill shall only apply to succeeding Parliaments and not to the present, bat the bpeaker of the Assembly declared that the Council had no power to amend a money bill. Last night, the Premier, Sir H. Parkes, moved that the Bill be set aside m order to permit of the passing of another Bill asserting the rights of the Assembly m this matter. A hot debate ensued on the motion, the speakers severely critioising the action of tho Council. Mr Dibbs the leader of the Opposition, said; that his party would assist Government to the utmost. The motion moved by Sir H. Parkes was carried, nd the Premier gave notice of motia *i suspend the standing orders ii . v ; i that the new Bill might be passed ftroagh m one day. ,j P" ™ kes announced that he would introduce a BiU next week to reform the Uounoilon the basis of popular election. r r
