AN OUTSIDE OPINION.
Stvnkt. July 3 The " Sydney Morning Herald," m itt issue ot tbis morning, devotes an article to the Budget, recently brought down by Sir Harry Atkinson. It says that the gratifying position New Zealand now finds herself m is mainly due to th« Atkinson Ministry, and asserts that it if very questionable whether such a satisfactory state of affairs would have been brought about had Sir Robert Stout continued m power even had the Cabinet been reconstructed, while with Sir J. Yogel presiding at tbe Treasury it, would have been impossible. The great increase m exports, and the rapid rite la value of the colony's securities jhowed that public confidence within and outside New Zealand had been restored. Looking at the situation ■roa all points, the " Herald " says thai il ii pretty certain that Sir H. Atkinson •rill remain m power until the expiry oi the present Parliament, and expresses the opinion that it is best for New Zealand that it should be so.
