It goes on to say that a single favorable season and a rise in the markets might prove only temporary, and could hardly be supposed to warrant Government in diminishing the sources of revenue by a Bingle penny. The ..« Argns " concludes: " If the prosperity be permanent — and wo have every reason to beliove it will be—then the surplus ought to be nsed in tho remission of taxation and not in again increasing expenditure. Retrenchment should still be tho watchword of the colony." The Melbourne Harbor Trust have ohartered the Otago hopper dredge for twelve months for £6000. The Victorian Cabinet express surprise that Bir James Hector has not yet furnished a fall report on tho Victorian coal fields, and have decided to make enquiry into the cause ot the delay.
