WBi__mGToN, Jnne 20. Parliament will be opened at half-past two this afternoon by the Governor m person. The Wellington Guards will form tbe Guard of Honor, the D Battery of Artillery firing the usual salute. The weather is fine, and a very large attendance of the public is expected, a great many tickets of admission having been appicd for. The Speech from the Throne will te about the usual length, and of a purely non-sensational character. Theie are many who prophecy a very short session, Government themselves stating that every measure they propose to introduce is ready. The new rules of procedure aie amongst the first business of the session. They will be introduced as sessional rules, and as suspension of the .landing orders is, therefore, deemed unnecessary, Government hope they have defeated any chance of the repetition of the obstructive tactics of last session, when those opposed to the changes walked out of the house, thus renderidg it impossible to suspend the Standing Orders for the consideration of the New Rules.
