THE CZAR'S ESCAPE.
St. Petbbsbubo, May 28, The Czar has issued a proclamation to his subjects m which he expresses his gratitude to Providence for his escape from death on the occasion of the railway accident near Borki on the 30th October. The proclamation also contains the announcement of pardon to Kharkoffand the railway officials, to whose careless supervision the accident was attributed.
