NAVAL DEFENCE.
Lord Salisbury, m moving the seconcl reading of the Naval Defences Bill m the House of Lords, said that while the present rulers of Europe weie earnest m their endeavors to avoid war, it was quite uncertain who would be m power five years hence, and patriotism required that provision should be made against real and genuine risks. The Bill was read a second time without a division.
