London, May 21. The Marquis of Salisbury addressed a great meeting of the Primrose League ' at Her Majesty's Theatre last night. In the course of his speech the Premier said the most remarkable political phenomenon of the day was the manner m which the Home Rule counties were becoming Tory m proportion to the extension of the franchise. Victory was steadily inclining to the Loyalist party m Ireland, which were steadily mci easing.
