The London aud China "Telegxaph" has tbe following on the youog Emperor of Ohlna : — ' The E nperor hai a serious hesitation In hia speech, and speaks very slowly tnd with considerable difficulty. He is quiet In disposition, and very obstinate when once he has formed an opinion. Ha has a very large head and a thin pointed face. He is ooniidered decidedly olever. There are strong indications that tho Emperor intends to rule m fact, as well as m name, and is deter* mined not to allow his father to Interfere m the government of the country at all. Ptfinae Ohuo, the Emperoi's f»ther, m very ambitious, as w»s shown by tbe intrigue' wbloh took plaoe four years ago when Prlnoa Kung, his elder brother, was suddenly degraded, and removed from offioet whloh he had held for about 25 years, and Prlnoa Ohun was immediately afterwards appointed to suooeed him. The latter appointment was quite oontrary to Ohinese law and custom, whloh requires that an Emperor's father should alwaya live In the striotest retirement, and never tako any high office or interfere m any way In the direction of affairs of state, Prinoe Ohun has managed to maintain himself m office and m powe*, and will probably maks strong efforts to continue to do so, but It seems pretty certain that the Emperor does not Intend to permit thle, and oonotqaently a straggle is almost sure to occur."
