The latter appointment was quite oontrary to Ohinese law and custom, whloh requires that an Emperor's father should alwaya live In the striotest retirement, and never tako any high office or interfere m any way In the direction of affairs of state, Prinoe Ohun has managed to maintain himself m office and m powe*, and will probably maks strong efforts to continue to do so, but It seems pretty certain that the Emperor does not Intend to permit thle, and oonotqaently a straggle is almost sure to occur."
