THE SAMOAN CONFERENCE

Mr Bates explained to Count Herbert that the articles on affairs at Samoa ' which have appeared m his name were ; written before the German While : Books on the subject were published, I and when it was not likely he would i be appointed upon the present Com--1 mission. He had desired to suppress | them, but it was too late. He re- , gretted that he had given any annoyi ance to Germany.
