A plebiscite of Edinburgh is to be taken on the question of conferring th'e Freedom of the City on Parnell.
LORD HARTINGTON ON IRELAND.
The Marquis of Harrington m addressing 13,000 electors of Birmingham, said it was time that the Unionist* showed a positive policy m connection with the administration of Ireland. He advocated steps being taken for the amelioration of extremely poor districts, conversion, occupation by owners, and finally, the extension of local government.
