THE SAMOAN CONFERENCE.
[Pbb Pbbss association,] London, April 20. The American delegates to the Bamoan Conference, about to take place m Berlin, have arrived m Qaeenstown. Mr Bates declares that his own opinions as regards German action m the group are dormant, and that he will act purely as the agent of the United States Government. Mr Kasson, American Minister at the Court of Berlin, says it will be impossible for Bates to prove persona non grata. Prince Bismarck says the three countries interested have practically agreed that Samoa shall remain neutral, and that the various subjects will be equally protected. He believes that the deliberation of the Conference will result m a satisfactory settlement of the Samoan question.
