PAYMENT OF OFFICERS.
London, Maroh 26 aud 27. The War Office refuse to pay a pension to Major-General Downes, while acting as commandant of the South Australian forces, but payment Will be resumed if he resigns. The object of this action is to encourage the employment of officers on the active list.
