They recommend that legislation should be obtained to place the institution and Its endowment under a Board of Agrioulture, constituted similarly to the OoudoH of Agricultural Education m Victoria, and that a system of scholarships should be instituted. The Commissioners i express the opinion that the fees oharged at present aro far too high, and that a reduction could be made by adopting a different syßtem of boarding the students. By this means, and by utilising the prodaoo of the farm, the cost should not exceed £30 per annum. By adopting these recommendations, the College would be placed within the reach of all classes of the community. The general results obtained from the farm would be muoh imimproved by the appointment of an efficient farm manager, so ac to enable the Director to devote more time to other duties, and carry on a rnoro extensive system of experimental work, which has been neglected m the past, If managed on the lines indicated m their report the Ocmmisaiorers submit that the School of Agriculture at Lincoln would soon be rendered of inestimable value to the colony.
