The forecast of the speech from the Throne states that England consents to the proposed Conference on Samoan affairs at Berlin. Although foreign relations were friendly, it was not right te , assume that such, conditions were secure from the possibility of a change. (Received February 23, 12 12 p.m.) London, February 22. Lord Salisbury, speaking of the proposed Samoan Conference, characterised the renewal ot the Washington effort to sustain the Native Government by tb« tripartite device of co-equal powers as a failure. __________
