THE SAMOAN QUESTION.
Berlin. February 18. It is understood that Prince Bismarck is agreeable to the establishment of joint control over Samoa by Great Britain, the UnitedStates,and Qerrqany, and is willing that Qermany should discontinue operations m Samoa pending the decision of the Conference, which will shortly be held m this city on Samoan affairs. The Chancellor, however, stipulates that his consent to these courses is conditional on the evacuation of German properties m Samoa, and the delimitation of boundaries.
