SHIPS ARRIVED.
Opawa, River Indus, Cairnsmore, Incbkeith and Pleione. (Reoshred Febrasry 18, 1.30 p.m.) CHINESE EXCLUSION. Milboubitb, February 18. It has transpired that merchants and residents at Hong Kong have made a claim, through Lord Knutsford, againsl the Government of Victoria for damages on account of the action of the latter m refusing to allow a resident of THong Kong to land. The Victorian 'Government have declined to recognise <the claim, and the question has now arisen whether naturalised British subjects at Hong Kong can be regarded as .aliens, and whether Victoria has the •power to exclude them without the sanction of the Imperial authorities.
