INCITING A REVOLT. [BT B££OTBIO TELEGRAPH — OOPyBIOHT.] [PBB PRESS ASSOCIATION.] (Reoolved February 14. 1,30 p.m.) Calcutta, Febrmry 14. The proclamation of Dhuloep Singh to Indian subjects promises if pro vided with four millions to equip a volunteer army to free India from English rule. He states that he is convinced that the Sikhs and Heirsh sold'ery and ninety per cent of the Native princes will join the revolt.
