AFGHANISTAN AND RUSSIA.
Kandakar, February 9. The " Viedotomosti "asserts that the Ameer of Afghanistan has mussed 20,000 troops bn the Russian frontier, and intends pursuing the rebel Ishak Khan. The Emir of Bokhara has refused to co-operate with Russia m preventing the advance of the Ameer, and has warned England that they had better restrain the Ameer. .. ;
