ENGLAND AND THE WAR CLOUD.
Mr (jroscnen, addressing a meeting m the city, said that England intended to maintain her position as the first colonial Power, and therefore she must be prepared to' hold her own m the Pacific and every quarter of the world. He feared the Budget would be sacrificed to the exigencies of defence, as they would be unable to ignore European quarrels.
