The Secretary of State, Mr Bayard is trying to calm the public, and declares that Germany has given no cause for going to war, and also that, the flag insulted had not been hoisted m assertion of American rights. Referring to the difficulties at Samoa and Hayti he said the cases were not analagous. Mr Bayard states that President Cleveland feeling that further steps involve hostilities, he has referred to Congress the question whether America should forcibly asseit the independence of Samoa. The Senate has approved of a vote of half-a-million dollars to proteot American interests. It is believed that Mr J. G. Blame, who will probably occupy the position of Secretary of State m General Harrison's Cabinet, is favorable to a vigorous policy being adopted m connection with Samoa. i
