THE SAMOAN DIFFICULTY.

January 24, The "Nord Deutsche Zeitung" states that although Germany is entitled to annex Samoa provided she respects the rights of subjects and the treaty with the powers, she has no such intention. • Washington, January 25. It is generally believed that Congress is certain to adopt the proposal of the Foreign Relations Committee to vote half a million dollars for the protectioa of American interests m Samoa, as several American residents possessing influence are urging war. The Secretary of State, Mr Bayard, received m 1886 an unofficial request from Germany for permission to annex Samoa. The request was refused. Washington, January 26. The American Press are fuuous as regards affairs m Samoa. The Secretary of State, Mr Bayard, proposes an elective King, with a council of natives, nominated by Germans, English, and Americans. Prince Bismarck favors the idea of Germany, which he asserts has the largest interests m the Island, nominating the King, the others having a veto. Both Houses have under consideration the belief which is spreading widely that Germany is overriding American rights m Samoa.
