A GERMAN*COMPLAINT. (Pjjb Press Association.) Berlin, January 9 Tbe German officials accuse Mr Hacklock, United Btates Gonsual at Samoa, and Captain Leary, of the United States warship Adams, with instigating the recent rising m Samoa by supplying the followers of Mataafa with rifles. Prince Bismarck has made a complaint to this effect to the United States Government at Washington. Auckland, January 11 It is reported that H. M.S. Rapid goes hence to Samoa to assist m th* protection of British su' jecis and property. °
