Bismarck was unfriendly to Sir Robert Morier, 05J inspired the Cologne Gcmt{' c t0 j ustify the reply that the ft ary of " p rede rick was untrn^iwoithy. Hence Sir R. appeal, and Count Herbert Bismarck's snub. The relations between the English and the German and Foreign Offices have been strained by the incident.
