There was a very excited scene, and M. de Leseeps, m a speech to the crowd, tearfully appealed to Frenchmen to lave the enterprise. M. Floquet, who' has been consulting experts m reference to the Panama Canal scheme, announoed m the Chamber of Deputies to-day that, should the Panama loan fail, Government would guarantee the neceisary amount to carry the undertaking to t successful issue. Paris, December 14. De Lesseps wishes to form a new Panama Canal Company, bat the French Cabinet hesitates to assist him, fearing lest the State of Columbia, influenced by the United .States, may refuse to ratify the concession.
