WESTERN AUSTRALIA.
Perth, Deoember 10. The Legislative Council has prorogued. The Governor m his speech on the occasion alluded to the proposition for a change m the constitution. He considered the expense would be heavy, and it was doubtful whether the revenue would warrant any change at present He suggested the operation should be delayed till the financial position of the colony had improved.
