The Vice-Consul of ths United States at J Phihuahua, Mexico, reports to the State Department that Mr William Lloyd, who was arrested on a charge oi murder, has been acquitted, Mr Lloyd was implored by an English naturalist to assiet in the collection of specimens of the fauna of Mexiao. He travelled through that country with his wife without escort; One night an armed Mexioan eame to camp, near Batopilas, and said he proposed to remain there all night. Lloyd retailed to entertain him, and then, as the intruder ahpwed a dispositon to enforce his demand by assaulting Lloyd, the latter shot him. He gave bunselfjop tbe next morning. Mr Lloyd was one time employed in the Agricultural Departmsnt at Washington. Following ths example of those countries in whioh foreign commerce is estimated at its proper value, the United States postal authorities have from time to time oonpluded arrangements with certain foreign nations for the mutual interchange with them by mail of parcels of merchandise at a pound rate, certain limits as to dimensions and weight being prescribed. Conventions providing for the transfer of euoh packages have been coneluded with Canada, Mexioo, the prinoipal British West Indian Islands, and some of the Central American Republios. All that is nacfiOßary in the forwarding of such parcels is that they shall be aocompanied by a deolaration of their content?, etc., so that when they are dutiable tbe oonsigne* may be applied to for payment.
