' (Received November 30, 12 15 p.m.) Berlin, November 28. , The German press evinces anxiety at the growing strength of parties hostile to Germany at Vienna and fears these will affect the triple alliance. There has been friction lately between Prince Reuss, German Ambassador at Vienna, and Count Taafe, President of : the Austrian Ministerial Council. The quarrel is attracting some attention m diplomatic circles. Constantinople, November 28. The Sultan has declined to receive Prince Ferdinand of Bulgaria.
