Berlin, November 23, At the opening of the Reichstag the Emperor said he hoped they would proceed with social and political legislation, and make increasing efforts to secure the peace of Europe, for it was incompatible wiVh the Christian faith and the duties of an Emperor to urge War, even if lively to be victorious, without necessity.
