(per press association. ) Berlin, Novombor 21. Two hundred -\lsatian recruits, recently drawn for military service, attacked their escort and decamped to Switzerland. Berlin, November 23. At the opening of the Reichstag the Emperor announced that Government would not require increased credit for military purposes. St. Petersburg, November 23. Government circles m Russia are said to be excited at the attitude of Germany, and large votes are proposed for warlike purposes. There is a serious inclin don to come to an understanding with France to repel aggression.
