ARREST OF A SUSPECT.

Sir Charles WarreD's resignation was due to the attacks which had been made upon him by newspapers m consequence of the helplessness of the police with regard to the recent murders. He had also been officially censured for writing an article m "Murray's Magazine " defending the Department. An open verdict was returned at the inquest on the last victim of the Whitechapel murders, The police and other people continue to receive letters signed " Jack, the Kipper," admitting the murders, and threatening more shortly, Mr Matthews, Home Fccretary, m reply to a question m the House of. Commons, reiterated the refusal .of a Government reward for the apprehension of the murderer. (Received November 15, 12.45 p.m.) London, Novpmhet 14 The last victim of the Whitechapel murders was a respectably-connecteJ woman, who had been m a gentleman's J 'service m the West End for some time. Bhe descended lower and lower m the 1 social scale until she became an outcast and drifted into the slums of the East End. The police have made what they consider an important arrest. The suspected person has the appearance of a well-dressed man about town, and is said to be identical with the man observed about tho scenes of the previous mnrders immediately preceding the foul deeds.
