This action is partly commenced by the Press. Speaking at Guildhall, the Marquis of Salisbury said the Government was resolute m pursuing a policy, which it was believed would be successful m settling the dispute with America. The cause of complaint was against Washington statesmen, not against the Americans, because the election had, shown that the statesmen did not represent the people. Referring to European matters, Lord Salisbury said that the Great Powers were offering every inducement to retrain frqrq war, whiph, if it occurred, might result m the annihilation of a nationality growing m strength. There was great danger while five Powers maintained twelve millions of soldiers, and it might naturally be asked where was suspicion to end? It was therefore necessary that England should be prepared for any emergency.
