THE SACKVILLE-WEST AFFAIR

London, November 6 . Papers laid on the table of the House of Commons, relating to the dispute between t . the United States Government and Sir Sackville . West, indicate that Mr Edward J. Phelps, the United States: Minister m London; had asked for the latter's recall, giving as the primary reason that Sir Sackville West had made a statement to those interviewing him after the pnblication ot his letter, imputing discreditable motives to Presidant Cleveland and the Senate m connection with the fisheries treaties. The Marquis of Salisbury replied to Mr Phelps that before taking action he must be m possession of the remarks alleged to have been used. These the latter agreed to supply, but m the meantime Sjf Sackville West received his passports, although Mr Bayard, Secretary of State, had previously disclaimed his intention of interfering with domestic policy. Sir Sackville West complained to the Buglish Government that Mr Bayard had unjustly impugned his integrity, Lotd Salisbury reminded Mr Phelps that the passports had been sent before the Government had received the remarks complained of. f fceoelved November 8, 12 30 p.m.) London, November 7. Lord Salisbury does not propose to fill up tho post of British Minister at Washington for some time. In the event of Cleveland being re-elected the Prime Minister intends to convey a direct intimation of England's at the way m which Lord Sackyille We&t was treated.
