London, November 6. Lord Kinnear, of the Ontor House of the High Court of Justice, Scotland, has decided the question of jurisdiction, allowing the action to be brought m Scotland, by Mr Parnell against the " Times," ° Tho Parnell Commission have had under examination witnesses of various classes, their evidence proving that' numerous outrages and boycotting were the result of the action taken by tho Land League. A reporter of the "Now York Herald" deposed that m 1879 Parnell revised an interview ho had with him (Parnoll). admitting that they must put pressure on the woak and cowardly among the Irish tenantry. Sir Jas Hannen has been taken ill, and he will probably retire from the Parnell Commission,
