The Imperial Government have refrained from interposing m the dispute between Sir Sackville West and the United States Government pending the election for the Presidency. (Received November 4, 1 p.m.) The "Standard " m wrathful articles on the Cleveland — Sackville- West affair condemns Lord Salisbury's dilatoriness m replying to the official note from Mr Bayard, the United States Secretary of State. It asserts that the Premier's hesitation m the matter is responsible for the humiliating position now occupied by England m reference to the dispute, and argues that the dismissal of the British Minister from Washington would not have occurred if Mr Bayard's note had been promptly answered. The article further urges that Mr Phelps, the Upited States Minister at the Court of St James, should be treated m the same way as Sir Sackville West was treated by the United States Government.
