Pabis, November 4. The European press is much agitated at a speech recently delivered by General Boulanger, m which the General ipoke m slighting terms of the Emperor William's recent visits to the various royal courts of Europe, characterising the tour as an empty pageaat, to which an absurd measure of importance had been attached, but which France has regarded for what it was worth.
