President Cleveland has instructed Mr Phelps, United States Minister m London, to m'brm Lord Salisbury that tho removal of tho present British Minister at Washington will tend to promote tho entente cordiale between Great Britain and America London, Ootobnr 27 It is thought that r-ir L. Sackvillo West, British Minister at Washington, will avail himself of his accession to tho Peerage as an excuse for a prolongod holiday and that his return to Washington is unlikely. Should this supposition bo correct, tho difficulty be tween tho President and himself would bo thus ended and a successor at Wash! ington appointed. London, October 29. The English Press almost unanimously condemn the action of Presidont Cleveland m connection with Sir Sackvillo West. Tho latter, who ib at present on a visit to England, accompanied by Mr Phelps, tho American Minister, procoeded to-day to idatfield House, Herts, tho residence of tho Premier, to interview Lord Salisbury.
