The Oity Council have resolved t ? bring Into operation the clauses of the Ra tag Aot, 1882, and Amendments. These deal espeolally with the reoovery of rates, making the occupier of premise* piimari'y responsible, and after him the owner or mortgagee. Falling satisfaction of the olaim the Oounoll has power to sell or lease the property upon which rates are doe. The Oounoll will at onoe enforce these clausei In the collection of rates.
