Berlin, October 20, The Royal Palace at Potsdam was to-day draped m crape on the occasion of the anniversary of the late Emperor's birthday.

A deputation of the leading citizens of Berlin waited on the Dowager Empress Victoria to-day, and informed her that the civic authorities had decided to establish on an extensive scale a benevolent institution to perpetuate the memory of the late Emperor Frederick.
