LORD ROSEBERY AND THE COLONIES.
London, Ootobei 10. Lord Rosebery, m his speech at Leeds, expressed the opinion that the colonies ought to be allowed a much larger voice m foreign affairs, even if it entailed a sacrifice on the part of England. The colonies should supersede the foreign policy. Australia, he said, must be paramount m the Foreign Office as regards Pacific questions, although it would diminish insular freedom.
